Iowa Consumer Advocate John Perkins Elected
President of National Association of State Utility Consumer Advocates
Iowa's Consumer Advocate, John R. Perkins, has been elected President of the National
Association of State Utility Consumer Advocates (NASUCA.)
Perkins will serve a one-year term as president of NASUCA, an association of 42 consumer advocate offices around the
nation. Consumer advocates represent the interests of utility consumers before state and federal regulators and in the
courts. In Iowa, the Consumer Advocate represents consumers in matters concerning regulation of electric, gas, and
telephone utilities by the Iowa Utilities Board.
Perkins said: "Energy and telephone issues increasingly must be considered on the national level. It is more important
than ever that state utility consumer advocates join together to protect the rights of utility consumers, not only before their
state regulatory commissions, but also before federal regulators such as the Federal Communications Commission and the
Federal Energy Regulatory Commission. NASUCA has become a recognized voice representing the consumers' interest
before federal agencies, and I intend to continue that active role."
Perkins has served as Iowa's Consumer Advocate since 2001.
Perkins graduated from the University of Iowa Law School in 1968. He served as an assistant Polk County attorney
(1970-72), assistant Iowa attorney general (1972-85), deputy Iowa attorney general (1985-93), and in private practice
(1993-2001.) He is a member of the Iowa State Bar Association, and he serves on the Governor's Energy Coordinating
Council, the Public Interest Advisory Committee of the Gas Technology Institute, and the National Wind Coordinating
