Miller Backs Wind Project

DES MOINES.This project is good for Iowa. It is good for consumers and business because it will provide stable and predictable energy
rates to 2010. It is good for economic development. It invests in Iowa and creates jobs. It is good for the environment.
This project will create the world's largest land-based wind facility and make Iowa one of the top wind-energy states in the
nation. It will be a huge step toward Gov. Vilsack's goal of making Iowa a leader in renewable energy, harnessing Iowa
resources, and reducing our reliance on outside sources of energy. It will give Iowa a healthy and diverse mix of generation
sources -- coal, gas, and wind.
The Attorney General's Office and Office of Consumer Advocate, which represents the interests of all Iowa utility
customers, undertook rigorous and lengthy negotiations with MidAmerican. The negotiations resulted in the agreement to
continue the rate freeze to 2010 while MidAmerican makes substantial new investments in the wind project, the Council
Bluffs coal facility, and other significant environmental investments. Currently, the rate freeze linked to MidAmerican's
Greater Des Moines gas facility now under construction extends to 2005.
This new project's "crop" of giant windmills will harvest the inexhaustible wind. I look forward to seeing them rise from
the Iowa horizon.
