Present: Chair; Evelyn Rank, Terry Rogers, Theresa Loffredo, Russ Nading
and Mark Odden.
Others
present: Roger Halvorson, Administrator; Roger Hansen,
Executive Secretary; Pam Griebel, Assistant Attorney General; Susan
Griffel, Education Director; Michael Sharp Chris Wood, Secretary
and Dan Corsbie, Complaint Investigator.
The meeting was called to order by Rank at 9:01 a.m.
Odden moved, seconded by Rogers that the Commission enter into
closed session pursuant to Iowa Code section 21.5(1)(d)(f).
Roll call vote as follows: Rogers, aye; Nading, aye; Odden, aye;
Loffredo, aye; and Rank, aye. Motion carried.
The closed session was tape recorded and minutes were recorded.
The Commission entered into closed session at 9:01 a.m. and arose
therefrom at 10:05 a.m.
Rogers moved, seconded by Loffredo to accept the Findings of Fact
in cases 96-022 and A96-082 .
Roll call vote as follows: Rogers, aye; Nading, aye; Odden, aye;
Loffredo, aye; and Rank, aye. Motion carried.
Loffredo moved, seconded by Rogers to close the following complaint
cases:

Roll call vote as follows: Rogers, aye; Nading, aye; Loffredo,
aye; Rank, aye. Odden, aye. Motion carried.
Loffredo moved, seconded by Nading to find probable cause in the
following cases:

Nading moved, seconded by Odden to approve the December 12, 1996,
minutes as submitted. Motion carried unanimously.
The May 22, 1997, meeting has been rescheduled to June 4-5, 1997.
Nading moved, seconded by Odden to substitute the 60 hour salesperson
education and allow David Baker to sit for the salesperson examination.

aye; Rank, aye. Odden, aye. Motion carried.
Odden moved, seconded by Rogers to substitute the 60 hour salesperson
education and allow Timothy J. Kramer to sit for the salesperson
examination. Roll call vote as follows: Rogers, aye; Nading, aye;
Loffredo, aye; Rank, aye. Odden, aye. Motion carried.
Loffredo reported the UNI Emerging Issues conference would be
October 9, 1997.
Nading attended an ARELLO Strategic Planning session in Florida,
January 4-5, 1997, planning the direction for ARELLO in the next
15 years. He also felt the new transfer forms would eliminate putting
licensees out of business while waiting to be transferred.
Rogers attended the IAR Legislative meeting.
There was discussion regarding to the UNI real estate program
and concerns with the annual report.
Roger Halvorson, the new division Administrator, discussed the
new format of the division newsletters which would have all professions
in the same newsletter starting with the July 1 issue. He also
discussed new technology such as fax on demand which will be implemented
by the division.
Sharp passed out a written field audit report. He stated within
the next two months the entire state will have been audited. He
is also implementing a new desk audit procedure.
Griffel introduced several rule changes. Blackhawk College will
do an instructors workshop in Des Moines.
Hansen discussed rule changes under 193E.2.3. With new technology,
companies across the United States are getting licensed in Iowa
which could cause supervision problems of salespersons.
Odden moved, seconded by Rogers to file the rule changes as Notice
of Intended Action. Roll call vote as follows: Rogers, aye; Nading,
aye; Loffredo, aye; Rank, aye. Odden, aye. Motion carried.
Griebel reported the Administrative Procedures Act was out of
the Legislative Service Bureau. She also went over the impaired
professional rule and self-reporting.
Rogers moved, seconded by Odden to adjourn the meeting at 12:10
p.m. Motion carried unanimously.
