Present: Russell Nading, Chair; Terry Rogers, Evelyn Rank, Robert
Miller. Barbara Leestamper arrived in the afternoon.
Others
present: Roger Hansen, Executive Secretary; Pam Griebel,
Assistant Attorney General; Susan Griffel, Education Director;
Kay Chapman, Division Administrator; LuAnn Julstrom, staff. Also
present: Paul McLaughlin, IAR.
The meeting was called to order at 10:00 a.m. Rank moved, seconded
by Rogers, to deny a request for experience waiver by Ted Oswald.
Motion carried unanimously.
Rogers moved, seconded by Rank, to take a vote to approve a continuing
education class proposed by the Iowa Association. Roll call vote
as follows: Miller, no; Rank, no; Rogers, yes; Nading, no. Motion
denied.
At 10:32 a.m. a hearing was held in case 99-094. Respondent elected
to close the hearing to the public. Administrative Law Judge Randy
Stephenson conducted the hearing.
Rogers moved, seconded by Rank, to go into closed session pursuant
to Iowa Code 21.5(1)(f). Roll call vote as follows: Miller, aye;
Nading, aye; Rank, aye; Rogers, aye. Motion carried. The Commission
entered into closed session at 11:21 a.m. and arose therefrom at
11:29 a.m. Rank moved, seconded by Rogers, to request the administrative
law judge draft documents in line with the recommendations of the
commission. Motion carried unanimously.
Rogers moved, seconded by Rank to approve the minutes of the January
27 meeting. Motion carried unanimously.
Rogers moved, seconded by Rank, to accept the administrative rules
and file as adopted. Motion carried unanimously.
Terry Rogers reported on her visit to the Hawaii Real Estate Commission.
Kay Chapman reported on the work being done on Executive Order
8 and on-line licensing renewal. She also reported on a current
bill that would eliminate Real Estate Commission funding for the
UNI real estate program.
Susan Griffel reported that there is some interest being expressed
in bidding on the licensing exam.
Roger Hansen reported that IowAccess has created a new template
web page and banner for Professional Licensing Division and each
profession. There will be a Board of Directors meeting of ARELLO
in April. He also reported on the visitor from the Ukraine Association
of Realtors that Paul McLaughlin, IAR, brought to visit the Commission
office.
Paul McLaughlin of the IAR reported on upcoming meetings for the
state association on September 28, 2000, and for the National Association
of Realtors on November 9, 2000. He also said that the project
of getting the local boards on line is going smoothly.
At 1:30 Glenda Loving came into the meeting to assist with plans
for complying with Executive Order 8.
Rank moved, seconded by Rogers, to adjourn the meeting. Motion
carried unanimously. The meeting was adjourned at 2:51 p.m.
