MINUTES
Present: James Hughes, Chair; Laurie Dawley, Donald Marple, Jim O'Neill, Lori Diehl
Absent: Patty Daniels, Dan Berry
Others Present: Roger Hansen, Executive Officer; John Lundquist, Assistant Attorney
General (left meeting at 10:20 a.m.); Dave Batts, Compliance Officer; Jeff Evans, Auditor;
Susan Griffel, Education Director; Sandy Malek, Administrative Assistant; and Dana
Klisares, Administrative Assistant.
The meeting was called to order at 9:08 a.m. by Chair Hughes.
MINUTES
Motion made by Dawley, seconded by O'Neill, to approve the December 7, 2006 and the
December 14, 2006 minutes. Motion carried unanimously.

COMMISSIONER REPORTS
Hughes distributed copies of an e-mail he received from Jim Berry regarding a recent
disciplinary action listed in the newsletter. Hughes asked Hansen to send Berry a copy of
the Findings of Fact, Conclusions of Law, Decision and Order for the case which is public
information.
O'Neill reported he recently attended a Special ARELLO Meeting and served as a Director
on the Board of Directors for the first time.
Diehl reported receiving comments from IAR members that complimented Evans on doing a
good job providing the Commission update at the last two IAR conferences.
Dawley complimented staff on the on quality of information in latest newsletter.
ASSISTANT ATTORNEY GENERAL'S REPORT
Lundquist reported that he has been appointed to serve as co-chair of ARELLO Law
Committee and looking forward to serving.
STAFF REPORTS
Klisares reported 26% of renewals were completed on-line.
Malek reported that background checks are currently averaging approximately 35 days to
be completed.
Griffel reported renewals went smoothly. Final details of PSI exam contract to be
signed within next two weeks. She's working on new rules for changes in pre-license
education requirements.
Evans provided the Commission with a hand out listing stats for audits conducted over
the past 4 years.
Batts provided the Commission with a hand out listing stats on complaints for the past
calendar year indicating a significant increase over previous years.
Hansen reported that compliance audits (E & O insurance, continuing education) will
come back into fold. Lease negotiations with the Alcoholic Beverages Division for current
office space continue. The availability of technology funds has resulted in the purchase
of 4 new barcode scanning guns and the replacement of several outdated computers.
CLOSED SESSION
Motion made by O'Neill, seconded by Marple, to enter into closed session pursuant to
Iowa Code 21.5(1)(a) and 543B.52(1) for real estate applications and 21.5(1)(d) and
21.5(1)(f) to discuss informal settlements, consent agreements/orders, finding of fact,
decision and order and open cases. Commission entered into closed session at 9:35 a.m. and
returned to open session at 10:45 a.m.
OPEN SESSION
Dawley moved, seconded by Marple, to accept signed consents orders for the following
cases: 06-066, 06-130 and A06-024. Motion carried unanimously.
Dawley moved, seconded by Diehl, to deny the application on cases: 06-205 and
06-185. Motion carried unanimously.
Dawley moved, seconded by O'Neill to find probable cause on the following case: 06-095.
Motion carried unanimously.
Dawley moved, seconded by Marple, to close the following cases: 06-220;
06-200; 06-230; 06-231; 06-233; 06-236; 06-237; 06-094; 06-213; 06-234 and A06-026. Motion
carried unanimously.
Dawley moved, seconded by O'Neill to grant license for case 06-227. Motion carried
unanimously.
Dawley moved, seconded by Diehl to issue a cease and desist order for case 06-232.
Motion carried unanimously.
MEETING ADJOURNED
Motion made by Marple, seconded by O'Neill, to adjourn. Motion carried unanimously.
