This opening is for a Utilities Regulation Engineer 2 with an electrical background; a permanent, full-time, non-contract position reporting to the Manager of the Safety and Engineering Section.

Serve as an agency resource on transmission grid planning, operation and regulation; and the design, construction, operation, and maintenance of electrical facilities.  Experience with and knowledge of the electric utility industry and electrical facilities, including applicable codes and standards, is desirable. Familiarity with MISO and NERC operations and processes a plus, also knowledge of energy efficiency, distributed generation, stray voltage, system reliability, and emergency planning and response.

Review petitions for electric franchise, including field work, preparing letters and reports; review of route and design, acting as a witness in contested cases; and associated correspondence and records.

Assist with inspection program of electric utility facilities and operations for compliance with the National and Iowa Electrical Safety Codes and other Utilities Board rules, including investigation of electric contact accidents and customer complaints, and preparation of reports, letters, and related documentation.  Evaluation of electric utility inspection and maintenance plans, and staff inspection reports.

This opening is for a Utilities Regulation Engineer 2; a permanent, full-time, non-contract position reporting to the Manager of the Safety and Engineering Section.

This position will review petitions for electric franchise and pipeline permits and insure the petitions are complete and accurate. Work includes evaluation of route legal descriptions and maps, route inspection, design specifications, and compliance with content requirements; preparation of associated correspondence and records; and acting as a witness in contested cases. Protecting the public by inspection of gas and electrical utility and pipeline company facilities for compliance with federal and state safety regulations, evaluation of inspection and maintenance plans or operating and maintenance plans, preparation and filing of reports, correspondence, and other documentation; includes investigation of accidents and public complaints. Serve as an agency resource on the design, construction, operation, and maintenance of gas and electrical facilities. Participate on teams researching safety, service, supply, and emergency issues.

Experience with the construction, operation, and maintenance of gas and electric utility facilities is preferred; knowledge of gas and electrical safety codes – state and federal where applicable – is desirable. Electric franchise or pipeline permit case experience a plus. Must be able to analyze complex facility or code issues.

Must be able to work independently and without immediate supervision in and out of the office. Occasional travel, some overnight, sometimes out of state, will be necessary. Ability to drive an automobile and a valid driver's license are required. Good oral and written communication skills are needed.
