Utilities Board (Board) rules provide for notice of negotiated interconnection agreements and amendments to be posted on the Board's web site. Board rule 199 IAC 38.7(4) is available for viewing or download from the web site of the Iowa General Assembly.
The Board is required by federal statute, 47 U.S.C. § 252(e), to review each negotiated interconnection agreement or amendment. The Board may reject the agreement or amendment if it finds either (1) the agreement or amendment discriminates against a telecommunications carrier not a party to the agreement or (2) the implementation of the agreement or amendment is not consistent with the public interest, convenience and necessity.
You will find below, listed by docket number, the negotiated interconnection agreements, amendments to agreements, and adoptions of agreements that have been filed with the Board. Interested persons have 30 days from the filing date to file comments either supporting approval or rejection of the agreement or amendment. (Please note that if the 30-day deadline falls on a weekend or state holiday, the comments are due on the following business day.)
The table below contains the following information about each negotiated agreement:
1. The filing date.
2. The docket number given the filing.
3. The names of the companies that filed the agreement and the style of the docket.
4. The deadline for filing comments.
5. The date the agreement or amendment is deemed approved, or docketed.
If no person objects to the agreement or the amendment, and an internal review does not raise issues requiring further investigation, the agreement or amendment will be approved by rule, and without any further action, 41 days after the date of filing. If an objection is filed or the Board's internal review finds a competition or discrimination problem, an order docketing the agreement will be issued on or before the 40th day. A procedural schedule will be established for docketed filings, with the review completed within 90 days of the date of filing.
Adoptions of the terms, conditions, and rates from approved interconnection agreements will be listed on the web site as "Adoption," but no comments are expected to be filed.
