New pharmacists obtaining license by examination or score transfer in Iowa shall be exempt from continuing education requirements for their first license renewal. Continuing education (CE) activities that carry the seal of the Accreditation Council for Pharmacy Education (ACPE) accredited provider will automatically qualify for Iowa pharmacist CE credit. At least 15 contact hours of the required 30 hours of pharmacist CE shall be in ACPE-accredited activities dealing with drug therapy topics including, but not limited to: adverse drug reactions, biotechnology, clinical monitoring and drug utilization review, disease state, drug delivery systems, drug information, drug interactions, drug product selection, drugs, medical compliance, new drugs, nuclear pharmacy, OTC therapeutics, pharmacology, pharmacokinetics, substance abuse, and general therapeutics. The last two digits of the universal activity number will be 01 or 02. ACPE-accreditd activity numbers with the letter L refer to live courses, H refers to home study or other mediated courses, and C refers to courses combining live and home study or mediated components. The final two numeric characters in the activity number identify the primary program topics: 01 = drug therapy/disease state management, 02 = AIDS therapy; 03 = law (related to pharmacy practice), 04 = general pharmacy, and 05 = patient safety.ACPE-accredited activity numbers ending in 01 or 02 qualify for drug therapy. A final character "P" designates the target audience is licensed pharmacists and a final character "T" indicates the activity is intended for pharmacy technicians. A Pharmacy Internet Site Registration is issued to the Internet site by the domain name and the owner of the Internet site. 657 Iowa Administrative Code Chapter 24 establishes the requirements for the Internet sale of prescription products by pharmacies. The Chapter also establishes requirements for VIPPS accreditation of Internet pharmacies and defines terms such as “Internet pharmacy,” “VIPPS accreditation,” “Internet sale,” and “prescription product.” An Internet pharmacy that provides any prescription drug to any patient located within Iowa must obtain and maintain an Iowa pharmacy or nonresident pharmacy license. The pharmacy must also obtain and maintain VIPPS accreditation and evidence of VIPPS accreditation must be provided on any Internet site identifying the Internet pharmacy. The following information must be displayed either on the home page of the Pharmacy Internet Site or a clearly and conspicuously identified link to this information must be visible and available on the Pharmacy Internet Site’s home page. A statement consisting of language substantially equivalent to “In compliance with Iowa Code section 155A.13B and 657 IAC Chapter 24, this Internet Site is registered with the Iowa Board of pharmacy, registration number____,” including the registration number issued to the pharmacy Internet site by the Board. For each pharmacy that delivers, distributes, or dispenses prescription products pursuant to orders made on, through, or on behalf of the pharmacy Internet site: the name of the pharmacy; the address of the licensed physical location of the pharmacy; the telephone number of the pharmacy; and the pharmacy license number issued to the pharmacy by the Iowa Board of Pharmacy. The VIPPS or Vet-VIPPS seal (the symbol provided by NABP to a pharmacy for display on the pharmacy’s Internet site evidencing the pharmacy’s VIPPS or Vet-VIPPS accreditation). The site must also maintain a link to NABP’s accreditation verification site and a link to the NABP certification that identifies the individual Internet pharmacy as a VIPPS or Vet-VIPPS accredited site. The requirements for registration of a Pharmacy Internet Site are effective May 1, 2012.
